International legislative systems in the field of international maritime transport; the impact of multimodal transport , GATT Conventions, the needs of updating the national legislations in order to cope with the world transport traffic and the development of exports traffic. (August 2004)

The objective of the Study:

Listing all laws, regulations and decrees related to trade and transport in Egypt and also all international valid legislations in the international trade and transport region:

Results:

  • The liberalization of maritime transport services after (GATS) Convention is still under negotiation between the parties with contradicting interests
  • The Egyptian obligation to this liberation in accordance with (GATS) convention does not cope with the provisions of law number 8/1997 on investment incentives.
  • Focusing on the great importance of transit activity and cargo transport between Egypt's different outlets.
  • Even with the existence of a strong exporting strategy, they lack of realistic and efficient mechanisms and the deformation of export industries structure.

Recommendations:

  • Review the applicable laws in the field of exporting.
  • Activating GATS convention for Egyptian exports development as follows:
    • administrative reform and ports' updating.
    • issuing new laws related to multimodal transport and establishing new dry ports.
